The Monarch was a Hawkman villain?!?
Well, long enough to be throw away baddies for two pages in Justice League of America # 41, 1965 with them not even lasting all the way through the second page as the Hawks are distracted by henchmen of The Key pulling a bank robbery under their lop sided fight, no wonder he switched to arching for the Ventures.
