Tommy Tot and the Heir Corp
From Fox Features we have Comics Nuttylife # 2, 1946 (the first and only issue of that comic), the company that brought us Wonder Man, the first Superman rip-off, and the original Phantom Lady and Blue Beetle, comes Tommy Tot and his Heir Corps who fly out of the Land of Justbefore (birth) to rescue kids who find themselves in trouble on Earth.
Yeah… warrior fetuses riding storks into battle against “Pet Peeves” and dragons, only in the golden-age. Or perhaps Vertigo*, but there it would have been all dark and weird and edgy, and probably pulled before it was published.
* I can totally see Allen Moore running with this in 1998 or so.
